In the healthcare industry, information is king. By combining 3 billion pieces of clinical information from over 70 separate hospitals and other healthcare providers, claims information from multiple health plans, along with pharmacy data, the Quality Health First Program begins to change the way healthcare is delivered and reimbursed unlike any other similar program.

With the help of the Employers' Forum of Indiana and the Regenstrief Institute, IHIE's Quality Health First Program, the program begins to shift "pay-for-performance" into "pay-for-value" by changing the way physicians are rewarded for their work. Providing early interventions and consistent follow-up care to those patients with chronic diseases is a critical step to capping healthcare costs. The program provides a structure for health plans to reimburse physicians based on improvements in patient outcomes.

Utilizing the IHIE network, the program provides near real-time insight into the care patients are actually receiving and how they are actually doing. Because information is combined from a multitude of sources and supports updates from physician offices to ensure accuracy, the program provides reliable information for providers. It includes summaries based on the physicians' patient population and comparisons to the physician community as a whole, giving physicians and payers a way to compare quality of care.
